Rob Baehr is a senior counsel in the Litigation Department. A class action litigator, he specializes in defense of toxic tort, antitrust and complex commercial matters. Rob regularly helps clients navigate the risks of parallel regulatory inquiries during pending and threatened class and mass tort litigation.
Rob also handles internal investigations and represents clients in civil and regulatory inquiries, including investigations by States attorneys general, the Department of Justice, the Consumer Financial Protection Bureau and the Federal Trade Commission.
In cases involving alleged hazardous materials exposure, Rob is skilled in developing litigation strategies with experts in real estate valuation, toxicology, medical monitoring, hydrogeology, air dispersion, and chemical fate and transport. He has helped clients resolve complex multi-party disputes under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), particularly in connection with government-owned, contractor-operated sites.
Rob has successfully structured and secured court approval of nationwide multi-million-dollar class settlements, including civil RICO cases, consumer fraud claims, suits under the Sherman and Clayton Acts, and data protection claims.

- Defense of class action and individual cases alleging environmental contamination and chemical exposure in excess of $1 billion. Advise client on related regulatory issues.
- Counsel in dozens of cases consolidated in an MDL proceeding alleging price fixing and market allocation across the generic pharmaceuticals industry, including proposed class actions, actions by State AGs, and individual purchasers.
- Represented a major financial institution in antitrust class action and individual cases asserting unreasonable restraint of trade and illegal monopolization by card networks and banks through payment card rules and fees.
- Successfully resolved multiple class actions alleging violations of civil RICO and various state consumer protection and data privacy laws.
- Conducting internal investigations for financial institutions related to the CARD Act, the Truth in Lending Act, and the Dodd-Frank Act. Successfully negotiated consent order for consumer refunds with credit for self-reporting, resulting in no civil penalties.
